Previously I could turn on devices and turn off devices outside of my WiWFi network as the ATV4 was the HomeKit connection. Now with all my devices on iOS10 and AppleTV updated to the new tvOS, I can no longer turn things off and on when I'm outside of my wifi network.

Allow remote access. Go to Settings > iCloud, then turn on Home. Make sure you’re signed in using the same Apple ID on all the devices.
If you have an Apple TV using the same iCloud account as your iPhone, it will be paired automatically and enabled for automation. To set up iPad for automation, see the Home chapter of iPad User Guide.
I've checked iPhone and iPad both have Home turned on in iCloud settings panel. On the AppleTV, it is signed into the same iTunes/iCloud account (I used the same email for both) and I see no Home option anywhere in the Apple TV settings menu.
If WiFi is turned on, all works perfect, as soon as I switch my phone to LTE, devices no longer are available to use.
Set up Apple TV as a home hub
- On your iOS device or Mac, set up two-factor authentication for your Apple ID. Then go to iCloud and make sure that you have iCloud Keychain turned on.
- On your Apple TV, go to Settings > Accounts and make sure that you're signed in to iCloud with the same Apple ID as your iOS device.
- After you sign in to iCloud, your Apple TV automatically sets itself up as a home hub. To check the status of your home hub, go to Settings > Accounts > iCloud and look under HomeKit to see if your home hub is connected. Learn what to do if you don’t see HomeKit.
Want to check the status of your home hub in the Home app on your iOS device? Open the Home app and tap
in the upper-left corner. Then look under Home Hubs to see if your home hub is connected.
Get help with your home hub
If you have issues creating automations or controlling your HomeKit accessories when you're not home, follow these steps:
- Make sure that your Apple TV or iPad is:
- Connected to the Internet and on the same Wi-Fi network as your other iOS devices during set up.
- Updated with the latest version of tvOS or iOS
- Signed in to iCloud with the same Apple ID with two-factor authentication enabled.
- Make sure that you can control your accessories in the Home app on your iOS device. Open the Home app and turn on a light or change the temperature.
- Make sure that your device is set up as a home hub:
- On your Apple TV, go to Settings > Accounts > iCloud and make sure that your Apple TV shows HomeKit as Connected. If you don’t see HomeKit, then your Apple TV isn't connected as a home hub.
- On your iPad, go to Settings > Home and make sure that Use this iPad as a Home Hub is turned on.
- Restart your Apple TV, iPad, and iPhone.
- Wait a few minutes. If you still need help, sign out of iCloud on your Apple TV, then sign back in. Go to Settings > Accounts > iCloud.
Finally Fixed it! Logging out of iCloud on AppleTV and then logging in again and putting in a new 2-factor authorization code from my iPhone allowed the AppleTV to show as a connected Home Hub in the Home App on iOS.
